- Marinate meat tuna with oyster sauce.
- Heat the vegetable oil, saute onion and celery, and cook until fragrant, add the flour, stir, and cook until browned. Pour the heavy cream, stir, and cook until boiling, remove from heat and set aside.
- Boil carrots and corn until half cooked, remove from heat.
